Export of commodities

Commodities and cosmetics intended for export can be exported only with the corresponding export papers. Particular goods must be registered with the cantonal authorities.

Certain countries also require that a first-time import of cosmetic products be accompanied by a free sale certificate.

Export certificate

The competent cantonal food inspection authorities issue the certificates for the export of cosmetic products and other commodities. These certificates accompany the goods. The Swiss Association of Cantonal Chemists provides a uniform export certificate in consultation with the FSVO.
If the recipient country requires an attestation of the export certificate signed by the competent federal authority, this additional confirmation may be requested from the FSVO. The above-mentioned certificate authenticated by cantonal authorities must be enclosed.

Attestation for Registration

Certain countries require that cosmetic products or other commodities are already registered before a first import. However, attestations for registration are to be produced only if required by the inspection authorities of the country of destination and only if the products have been manufactured or packaged in Switzerland. Attestations are completed by the exporting company and stamped and signed by the competent cantonal implementing authority responsible for food.
The Swiss Association of Cantonal Chemists provides a uniform certificate in consultation with the FSVO, which is generally printed on company headed paper. Authorities of certain recipient countries such as China, India, Indonesia and Dubai require the certificate to be issued on official paper. This is why a corresponding certificate template is provided.

Special case of China

For the issue of free sale certificates for cosmetic products exported to China, the Chinese Food and Drug Administration (CFDA) requires that the product has actually been sold in the country of origin (Switzerland) (the certificate states: “has been sold in Switzerland").
However, it is sufficient if the product is sold in only a single shop in the country of origin (Switzerland). It is enough to submit a proof of sale, e.g. an invoice.
